You can't say during a debate that the number of illegal aliens entering the country is at an all time low for the past 40 years when 1) you are using arrest records to come to that conclusion because not every person crossing illegally is arrested, and 2) border patrol agents are actually being hindered by the federal gov't from arresting people. Sneaky way to get the statistics you want.
