GMOs, Monsanto in bed with US Government?

When other countries outright ban or highly regulate GMOs entering their country, why does the US allow them, and refuse to label them as such?

Mitt Romney in bed with Monsanto?  Barack Obama in bed with Monsanto? Bush Sr. in bed with Monsanto?
